nixos/doc/rl-2505: Mention minimal postgresql requirement for gitlab 18

`gitlab` >= 18.0 requires at least `postgresql` >= 16. GitLab users
are advised to follow the mentioned steps in the manual to upgrade their
PostgreSQL installation.
